This chapter talks about how the bishop has so muvh sympathy for the people. While other people see each other as "ugly". He's soo kind and sees the good things in everything.
In this chapter Madam Magloire is talking bad about the outsiders and wants to convince the bishop to get locks fort his doors. Madam Magloire is scared for their safety. The bishop lets people come in even if they don't know each other.
